With the speed-up of population aging，the ratio of the elders in old people of Shanghai went up dramatically. The increase of elders people who are in need of caring and the shortage of caregivers becomes a contradiction sharper and sharper. As a result，the advocated living out life in retirement at home depends on not only the traditional family support network，but also the community support network. According to survey data，this report analyses the trend in the need of caring the elder aged people，the current condition of the caregivers and the difficulties the caregivers were facing. On the basis of these analyses，the report also provided some suggestions on how to build community support network to help the caregivers and meet the challenge of population aging.

Among the old people in Shanghai，those returned from other provinces are very special. In 1950-1970，they left Shanghai to other places in responding to national vocation. Though they were registered permanent residents of Shanghai before going to other places，they can’t take the same level of public pension and medical security as other Shanghai residents when they back Shanghai after retirement. Therefore，a large number of those old people live a hard life. The government of Shanghai took some measures to help them，but still can’t settle the problems thoroughly. This paper put forwarded some other measures to resolve the difficulties facing their retirement life.
