In the process of market economy reform and construction in Shanghai，the intensified conflict between “marketization” and “administrativization”，the tardy progress of government reform，and the draggle government transformation companying social transition and system re-tracking，has maintained a very strong and powerful government. The function of government has not transferred from micro-economic to macro-control；the management mode of government has not changed from direct intervention to indirect management；and the role of government has not transformed from participator of economical development to provider of institution establishment. Therefore，it’s rational for Shanghai to accelerate the construction of open，efficient and responsible government serving for people. This is beneficial for resolving some urgent problems such as the deficient supply of public service and social administration，the unconformable government management mode for metropolis，and the construction of democracy policy-making mechanism and legal administration system.
