就业援助政策在促进就业、推动经济发展、维护社会稳定和实现社会公平中发挥着重要作用。对就业困难人员实行优先扶持和重点帮助,为就业困难人员再就业提供了保障。但就业援助政策结构是否合理,就业援助管理机制是否健全规范,还缺乏科学规范的判断评估标准。本文立足我国国情,借鉴国外就业援助政策成功实践做法经验,对我国就业援助政策的有效性、适用性和实施程度进行分析,对明确我国就业援助合理的目标范围及程度,提高就业援助的质量和效率,完善就业援助政策目标化和精细化管理具有参考意义。
<<Employment assistance policies play an important role in promoting employment and economic development,maintaining social stability and realizing social equity. By priority support and help for employment difficulties,assistance policies provide reemployment security for them. However,whether the structure of employment assistance policies is reasonable,the management system is sound and normative,which lacks of scientific and standardized evaluation criteria. In this paper,based on national conditions,we will analyze the effectiveness and applicability of assistance policies by drawing on the successful practices of foreign countries,which will clear the reasonable objective scope and extent,raise the quality and efficiency of employment assistance,and improve the delicacy managent of employment assistance policies.
