This report reviewed the development context and current situation of the residents’ income and property distribution development in China in the past ten years，systematically analyzed three outstanding issues including the high gini coefficient，the large gap at four areas and residents’ property distribution，as well as made a deep insight into the direct causes，the deep-seated causes and the thinking deviation behind these problems. On this basis，following the major policies made by the central authorities，and combined with practice，this report put forward the general thoughts and five principles to solve the problems. At the same time，this study proposed six main measures to reform and improve the policies related to residents’ income and property distribution，four measures to deepen economic and social structural reforms and eliminate the drawbacks leading to the unfair income distribution，as well as the main content to increase the transformation of economic development and strengthen the economic foundation of the shareable development.
