    我国工资分配发展现状与前景展望

    摘要

    本文从工资收入分配的发展现状、“十三五”时期工资收入分配的目标和任务、2016年工资收入分配的主要任务、深化工资收入分配的相关政策建议四个方面全面阐述和分析了工资收入分配的进展、取得的成效、存在的问题和今后一个时期的主要目标、重点任务以及政策建议。“十三五”及2015年,我国发展面临多重困难和严峻挑战,经济形势异常复杂,在党中央国务院的高度重视下,我国工资收入分配制度改革取得一系列新的进展。国有企业负责人薪酬制度稳步推进,工资正常增长机制稳步推进,最低工资标准有序调整,农民工欠薪保障工作力度不断加强,在此基础上,城乡居民人均可支配收入进一步提高,职工工资水平稳步增长,城乡居民收入差距进一步缩小,行业、地区间的分配差距继续下降。但是也必须看到,我国工资收入分配领域仍存在一些亟待解决的突出问题,包括工资差距仍然偏大,工资决定和正常增长机制不健全,工资调控体系不完善,工资收入分配的立法滞后等。“十三五”是全面建成小康社会的决定性阶段,完成全面建成小康社会的宏伟目标,实现城乡居民人均收入翻番,必须进一步深化工资收入分配制度改革。围绕健全科学的工资水平决定机制、工资正常增长机制、工资支付保障机制、规范分配秩序等内容,加强顶层设计、机制建设、能力建设、法治建设和政策跟进力度,逐步形成调控有力、秩序规范、结构合理、法制健全的工资收入分配格局。

    Abstract

    This article has analyzed our country’s current salary distribution,based on four aspects,that is,the wage and income distribution situation,the goals and tasks of “13th Five-Year”,the tasks in 2016,and Deepen the relevant policy recommendations on the distribution of wage income.In “13th Five-Year” and 2015,China’s development faces multiple difficulties and severe challenges,the economic situation is very complex. Under the leadership of the CPC Central Committee and the State Council,China’s wage income distribution system reform has made a series of new progress.State-owned enterprises responsible for pay system steadily,normal wage growth mechanism steadily,minimum wage standard and orderly adjustment,peasant workers wage protection efforts continues to strengthen. On this basis,urban and rural residents per capita disposable income increasing,the wage level of steady growth,the income gap between urban and rural residents to further narrow,the distribution gap between regions,industries,continue to decline. But we must also see that there are still some outstanding problems in the field of income distribution in our country. Including the wage gap is still relatively large,wage decisions and growth mechanism is not perfect,wage regulation system is not perfect,the wage income distribution of legislative lag.“13th Five-Year” is fully completed decisive stage of building a well-off society in an all-round way,completed the grand goal of a well-off society in an all-round way and realize the urban and rural residents per capita income doubled,it is necessary to further deepen the reform of the wage and income distribution system.Around the scientific mechanism of the wage level,the normal wage growth mechanism,the wage payment security mechanism,the norms of the distribution order and so on.Strengthen top-level design,mechanism construction,ability construction,the construction of the rule of law and policy follow-up efforts,gradually formed the income distribution pattern of control and powerful,standard order,reasonable structure,sound legal system.
