    新常态下劳动关系的新变化:以浙江省为例

    摘要

    改革开放以来,浙江的经济发展速度和水平一直处于全国前列,这其中民营企业的蓬勃发展功不可没。与此同时,浙江也是劳资矛盾和争议易发频发的省份之一,特别是近年来随着我国经济发展进入增速放缓、结构调整和动力转换的新常态阶段,许多中小微民营企业发展陷入内忧外患的困境,在经济繁荣时期被掩盖的矛盾和问题日益凸显,劳资冲突更加尖锐化,对劳动关系调整和治理提出了新挑战。本文基于2015年7~8月在浙江进行的新常态劳动关系调查数据,分析了当前浙江劳动关系的主要变化和矛盾,并剖析变化和矛盾的原因,探索新常态下劳动关系治理的思路和措施。

    Abstract

    Due to the successful development of private enterprises,Zhejiang province has been a leading role in economic development in China since the reform and opening up. Meanwhile,the province is also subject to labor-capital conflicts and disputes. In particular,under the new normal of Chinese economic development,slowing economic growth,structural transition and transformation of growth drive bring many medium and small private enterprises into a situation full of difficulties,and the contradictions and issues covered in economic prosperity begin to emerge increasingly. The conflicts between labor and capital owners become more and more acute,which brings new challenges to the governance and adjustment of labor relations. Using data from a survey on labor relation under the new normal in Zhejiang province in July-August,2015,this paper aims to look into the new changes and issues in current labor relations in Zhejiang,and analyze the causes of these changes and issues. We also provide several policy solutions on labor relation governance and adjustment under the new normal.
