中国城镇职工基本养老保险制度由计划经济时期的传统退休金制度演变而来。建立20年来,该制度虽然取得了巨大的成就,但基于“可负担性、待遇的充足性、财务的可持续性”三个维度的分析表明:在高费率、低保障水平的现实中,广覆盖与保基本、可持续的目标存在一定的冲突,制度面临着严峻的财务可持续性挑战。这些问题和挑战虽然部分源自转制成本等外因,但制度结构上个人账户运行低效,参量设计上高门槛与低门槛并存、参数高低错位等内部因素是主要原因。基于此,本文提出在清偿转制成本的基础之上,实行统账分离、参量改革,同时建立多元化的基本养老保险制度、完善多支柱的老年收入保障制度,以真正实现老年收入的充足保障与制度的可持续发展。

The basic old-age insurance for urban employees was evolved from the traditional pension system in planned economy. In the past two decades,the system has made great achievements.However,analysis based on the “affordability,adequacy,financial sustainability” show that:in a condition of “high premium rate,low level of security”,wide coverage,basic security,and sustainable can not have all,the system’ financial sustainability is facing severe challenge.Reasons of these challenges part from external factors such as transition cost,but the main cause is internal factors,the structure reason is the individual accounts is inefficient,the parametric reason is high threshold and low threshold coexistence.This paper makes the following recommendations:on the basis of repay the costs of transition,separate social pooling and individual accounts,reform parameters,establish diversified basic pension insurance system,improve the multi-pillar old-age income security systems to realize adequacy and sustainability.
