Medical treatment outside pooling regions is one of the focus of the new health care reform，which roots in the maladjustment of the normalization of migration and the territorial management of the basic medical insurance. At present，China provide medical insurance management and service for medical treatment outside pooling regions from municipal level，provincial level and interprovincial level. However，there still remains some problems to be settled. This essay analysis the status and problems of the medical insurance management and service for medical treatment outside pooling regions，learn from the EU experience and put forward some policy suggestion to improve its management and service mechanism.
