    2016年中国劳动保障事业发展状况

    摘要

    本文从就业、社会保障、劳动关系和企业工资分配四个方面回顾了我国2015年劳动保障事业的发展状况。2015年,我国就业局势总体稳定,就业总量略有增加,就业结构进一步优化,人力资源市场统筹管理加强,公共就业和人才服务机构进一步整合,技能人才队伍不断壮大,职业资格制度改革进一步深化。社会保障体系建设法制化进程加快。新型农村养老保险制度和城镇居民养老保险制度整合,启动实施机关事业单位养老保险制度改革,我国开始进入全民医保时代。劳动合同制度得到进一步贯彻落实,企业劳动合同签订率和有效集体合同审查数量都有所提高,劳动争议处理效能进一步提高,劳动保障监察能力进一步提升。城镇就业人员以及外出农民工收入都有较大幅度增长,大部分省份最低工资标准继续提高。劳动社会保障制度体系取得新进展。本文还分析了经济发展进入新常态以及供给侧结构性改革背景下劳动保障事业发展面临的机遇和挑战,阐释了未来一个时期的重点目标任务,研究提出了进一步推进劳动保障事业发展的政策建议。

    Abstract

    The development of labour and social security in China has been reviewed in this book from the following four aspects,i.e.,employment,social security,labour relation,and corporate wage & income distribution in 2015.

    In terms of employment:The overall employment has witnessed a stable performance,with total employment being slightly increased. Employment structure has been further improved. An overall management of human resource market has been intensified by means of furthering the integration of public employment institutions and public service centers for talents & professionals over the country. The team of skilled workers is growing steadily. The reform on occupational qualification system has been further deepened.

    In terms of social security:The rule-of-law process in constructing social security system has been enhanced. Two significant events in this area took place in 2015,with one being the integration of old-age pension insurance for rural residents and that for the non-working urban residents,and the other being the start-up of reforming old-age pension insurance for the government employees nationwide. Also,China has entered a medical-insurance-for-all era.

    In terms of labour relation:Labour contract system has been better carried out than before,with the signing rate of labour contacts at enterprise level and the number of effective collective contracts reviewed by the higher labour & social security authorities have been increased. The efficiency and capacity of labour dispute settlement has been improved and the capacity of labour inspection been improved as well.

    In terms of corporate wage & income distribution:Wages for the urban workers and rural-to-urban migrant workers have been increased substantially. Minimum wage has been increased continuously in a majority of provinces across China.

    In addition,labour and social security institutional development is progressing steadily. In this book,analysis has also been made on the opportunities and challenges faced by the Chinese labour and social security undertaking in the current context of economic new normal and structural reform on supply side. And the key objectives and mission of the undertaking in the near future has been covered. Policy recommendations have been put forward on how to further facilitate the development of labour and social security undertaking in China.
