During the period of the thirteenth five-year plan，there are two arduous tasks for every city，that one is finishing the comprehensivelybuilding of a moderately prosperous society and the other is transformation and upgrading of urban economy. To withstand the downward pressure on economy，it is necessary to push forward the structural reform of supply side. In view of the current main contradictions and problems，main works should focus on cutting excessive industrial capacity，increasing the growth power，making up of short boards，deleveraging，cost reduction，and changing the way of development. To keep economic growth within the range of a medium-high rate，it is important to arouse the enthusiasm of the local governments to develop the economy，and to exploit rural market.
