自广东自贸区南沙片区成立后,航运金融就被认为是该地区发展的突破口。通过发展航运金融服务业,航运中心的建设能够获得更大的支持。例如,作为历史悠久的国际航运中心,伦敦依托其在金融方面的优势,长久保持着在国际航运中心竞争中的优势地位。近年来,广州的航运中心硬件建设上取得了长足的进步,但航运金融产业的建设一直存在规模低、服务类型单一的问题,阻碍广州成为国际级航运中心。如何通过在南沙自贸区推动航运金融业,快速吸引集聚高端航运服务要素,成为广州向国际航运中心目标迈进的关键。本文通过分析广东自贸区南沙片区在航运金融领域现有的优势和不足,借鉴伦敦的经验,尝试提出一些发展和完善的建议以供参考。
<<Shipping finance service plays a significant role in developing a city to become an international shipping and financial center. Based on the experiences gained from other countries,the relationship between building a shipping center and developing shipping finance industry is very close. Take London as an example. As a long-standing international shipping center,London takes the advantages of its developed financial industry to keep its competitive edge in the world. In recent years,alongside with the development of shipping industry,Guangzhou has made a real achievement in shipping finance. Nevertheless,there is a big gap between Guangzhou and other shipping centers over legal environment,shipping finance scales and others. It becomes the most challenging problem to develop the shipping finance industry of Nan Sha Free Trade Zone in order to accumulate high-end elements of shipping service.
