For enhancing all levels governments’ capacity of emergency disposal and ensuring social public security，it is significant to research on the construction and operating mechanism of disaster prevention emergency platform system. This report synthetically uses the methods of literature review and case study to analyze the abroad disaster prevention emergency platform systems and their operating mechanisms. And then，the structure，important parts and operating mechanism of China’s disaster prevention emergency platform system are emphatically introduced. On the basis of the comparison and analysis of domestic and abroad emergency platform systems，the problems and characteristics of China’s emergency platform system are pointed out，and some policy suggestions are put forward on the framework and function improvement，technical standards and data specification，talent team construction，emergency training and drills.
