Since the LRC policy in Guangzhou was formally introduced in 1994，it has made certain achievements in the policy audience，policy funds and policy support system. This paper makes a comprehensive analysis of the development and implementation of Guangzhou LRC policy. It finds that there are some problems，such as the lack of supporting policies，supervision，the funding resources and the guarantee of teachers. This paper advocates ‘integrated education’ concept to further improve the education policy system and the education welfare of disable children from the aspects of policy supporting，supervision mechanism，the allocation of funds and the construction of teachers’ team.
