广州市自1994年正式推行随班就读政策至今,在政策受众层面、政策资金投入和政策支持体系建立等方面都取得了一定成绩。本文对广州市随班就读政策的发展历程和实施情况两方面进行综合分析,发现存在配套政策缺乏系统性、监督支持欠重视、经费资源投入不合理以及师资保障力度有待提高等问题。为进一步完善随班就读政策体系,提升残障儿童的教育福祉,本文着眼于“融合教育”的教育政策理念,从政策配套、监督机制、资金分配和师资保障四方面提出改善建议。
<<Since the LRC policy in Guangzhou was formally introduced in 1994,it has made certain achievements in the policy audience,policy funds and policy support system. This paper makes a comprehensive analysis of the development and implementation of Guangzhou LRC policy. It finds that there are some problems,such as the lack of supporting policies,supervision,the funding resources and the guarantee of teachers. This paper advocates ‘integrated education’ concept to further improve the education policy system and the education welfare of disable children from the aspects of policy supporting,supervision mechanism,the allocation of funds and the construction of teachers’ team.
