Receiving education is one of the basic rights of citizens in China. Therefore，it is necessary to research how to protect citizens’ right to receive education. This paper analyzes the current situation of Guangzhou education assistance from two aspects. It finds that although education assistance system in Guangzhou is comparatively perfect，there are also some problems such as fragmentation of education assistance policy and low funding criteria of education assistance. In order to enhance the effectiveness of education assistance policy in Guangzhou，this paper provides four solutions to these problems：increasing the government support in education assistance，building the network platform of education assistance in Guangzhou，optimizing the national student loan policy and changing the way of education assistance.
