During the 13th Five-Year Plan period（2016-2020），our country will overall enter comparatively well-off society，and Shanghai will accomplish its construction of International Cultural Metropolis which is in line with the strategic task of building “Socialist modern international metropolis” as well as “The Four Centers”. In order to scheme the blueprint of Shanghai’s new round cultural development，global perspective，prospect research，innovative thinking are needed to analysis realistic demands and general trends of city’s future cultural development. On the basis of global trend analysis and case study of world cities，this article made clear the public cultural consumption as well as its demands，meanwhile offering cultural development strategies in the 13th Five-Year Plan period.
