我们基于研究团队对智慧城市的长期研究积累,借助于普华永道、英国经济学人等机构的成熟指标,以及大量的采访和信息收集,形成了全球城市智慧建设的评估指标和排名,目的是为方兴未艾的智慧城市建设提供量化支持和全球对标。我们依据全球影响力、区域代表性、文化代表性等标准,选取当今世界发展最具规模的20个城市为研究对象。现阶段智慧城市的建设重点是以信息和通信技术为支撑,通过透明、充分的信息获取,广泛、安全的信息传递,有效、科学的信息利用,提高城市运行和管理效率,改善城市公共服务水平,形成城市发展的新形态。本报告兼顾多方评价要素,对智慧之都的评价侧重三个方面:基础设施、内容产业和智慧治理。上海最终排名为第15位,反映出智慧城市的各个维度,无论是服务资源、文化资源还是观者的认知,都是长期积累的过程,在经济上可以快速跟进,但复杂系统的融合尚需时日。上海在数字化的应用上,还面临进一步破除垄断、提供一流的信息基础设施、完善社会化组织,以及在内容生产方面更加市场化的压力。
<<Based on our research team’s abundant accumulation of studies on smart city and also drawing the support from the well-established evaluation and ranking of PwC,Economist and etc.,our team has conducted a number of interviews and data collection and accomplished this report on the evaluation index and ranking of smart cities. Our major goal is to provide quantitative support and global benchmark for the ascending “smart city”. According to the standards of global influence,regional and cultural representativeness,we chose 20 cities as our target city for study. Based on the transparent and free access to information as well as extensive and safe transmission of information with the support of ICT,smart city is to promote the efficiency of city process and governance and improve the public services,and eventually build a brand new urban form. Our report takes multiple evaluation factors into consideration and concludes three main aspects of smart city:smart infrastructure,smart economy and smart governance. Shanghai is ranked as 15th,which reflects that all dimensions of smart city require long-term accumulation. City can achieve its economic growth in a relatively short term,but the integration of complex systems needs much longer. Shanghai is facing challenge of further breaking monopoly,providing cutting edge information infrastructure,improving social organization and promoting market-oriented content industries.
