This paper is based on the Beijing area of population aging trends and main indicators of aging research basis points，in-depth analysis of experiences and lessons learned in Beijing and the domestic part of the higher degree of aging of the provinces and territories to build community home care service system has achieved，more developed Countries elderly long-term care system in Germany，Japan and other policy design goals，implementation of the results，presented in Beijing to actively respond to the aging population，to develop policy recommendations for home care service system.
