1999年四川省颁布实施了《四川省科学技术普及条例》，为指导四川省省科普事业的发展起到了重要作用。随着经济社会的发展，四川省科普法规制度中存在一些亟待解决的问题。本报告通过理论分析与实地调研相结合的方法，对立法进行多角度和多层次的基础研究，提出了一系列科普工作的建议，为四川省科普能力建设的法律法规保障建设提供了理论依据。
<<Sichuan province government published Sichuan Science and Technology Popularizing Regulation in 1999 which plays an importance role in science popularizing work in Sichuan. With the economy and society development，the regulations and laws have some problems to be solved. The paper studies the science and technology popularizing regulation institutionalization from multiple views and levels and carries out a series of advice in science work. It provides theoretic base in improving the capability of science regulations and laws in Sichuan.
