Science work is a strategic plan build by state. It is necessary safeguard to enhance public quality and entire country power. This paper aims to summary the science work development way which supports science work study. Using entire quality management method，we divided the science work project into three phases which are studding stage，manipulating stage and evaluation stage. Then this paper studied the multiple beneficial modes between science industries through plan，implementation，checking and handling project management modes. Then we analyzed the characterizes of units and groups to carry out the science work points. Government is the leader unit in science work organizing and manipulating. Universities are innovation drivers. Media’s work are publish and populating. The bachelor，retired high scholars，technologic man etc. are the main power in science work.
