With the science and technology advanced and public awareness continuing rising，science popularizing gradually get into “public participation science” phase. Society has further needing to science popularizing. In the context of urbanization and technological level of the continuous improvement，grassroots communities were given more and more attention as the role of basic unit of administration in the science participation work. The characteristics of the external environment and the social environment interact through audience of science popularizing. It drives the public science popularizing in new context from three dimensions and multiple levels.
