Cultivating the scientific literacy of the minors is the key element of a country to enhance the ability of the future science. Firstly，the characteristics of minors are analyzed from a growth perspective. Then based on the cognitive process of minors，the paper analyzes the general quality cultivation path of minors，from information acquisition，experience（perceptual）to interest generation，confusion，inquiry（logical analysis）until the quality cultivation. Finally，under the background of Internet plus，feasible policy measures are put forward，including to construct scientific quality cultivation atmosphere，to enrich internet science popularization，to enhance the experience of science and technology，to enrich the knowledge base and so on.
