科普工作是实施创新驱动发展战略的基础性工程，准确界定并厘清科普能力建设动力因素，对于科普工作的有序开展具有重要意义。本报告梳理了中国科普能力建设的现状，在构建中国科普能力建设指标体系基础上，基于牛顿第二定律实证分析了2009～2014年中国科普能力建设的动力来源，设计并测算了2006～2014年中国科普能力指数，进而提出了下一阶段中国科普工作的政策建议。
<<As a basic project of innovation-driven development strategy，the science popularization is important for society’s development. Precisely defining and finding the power source of science popularization is extremely vital. This report combed the science popularization in China，estimated the power recourses from 2009 to 2014 by Newton’s second law based on China’s science popularization construction evaluation index system，and then designed and determined China’s Science Popularization Capability Index from 2006 to 2014，at last，some feasible suggestions were put forward for the future science popularization.
