Luolong District has rich cultural resources. In the period of “Twelfth Five-year Plan”，the cultural industry made better development，particularly since Luoyang City built the demonstration area for national public cultural service system in 2013，the investment in cultural infrastructure has been increased continuously，the cultural activities were various，the cultural market has had healthy and orderly development，the inheritance and protection of cultural heritages have achieved remarkable results，and the public cultural service system has gotten better day by day. But there were some shortcomings in the process of cultural development，thereby in the period of “Thirteenth Five-year Plan”，Luolong District should further speed up the construction of public cultural service system，and establish and improve the guarantee mechanism of the cultural development to promote the progress of cultural development.
