After effort of decades，Luoyang successfully won the title of national civilized city in 2011. On the basis of the summary of the successful approach of building civilized city，according to the new evaluation system for national civilized city and the spirit of the Fifth Plenary Session of the 18th Communist Party of China，this report has raised measures on the further improvement of civilized city construction of Luoyang，including enhancing the cohesion of core values of Socialism，and strengthening moral construction；carrying out mass activities to build spiritual civilization；increasing the intensity of ideological and moral construction of minors；focusing on the abatement of negative list of civilized city，and strengthening outstanding advantages.
