Gross carbon emission control to stop the emission amount increasing before 2020 is the recent important low-carbon development goal of Guangzhou. This paper reviews the current situation of economy development and carbon emission of Guangzhou，analyzes the impacts on the economy by gross carbon emission control，predicts the trend of carbon emission amount in different controlling scenarios，and proposes that the “moderate growth and moderate emission reduction” scenario should be the proper path of low-carbon development for Guangzhou. Several measures are suggested for controlling carbon peak goal.
