“三旧”改造是国家特别赋予广东对存量土地改造的一项政策,在广东试点并取得了巨大成效。本文从广州“三旧”改造与城市更新过程中遇到的主要问题入手,提出了构建产权信息共享平台、加强改造项目的经济和社会效益平衡、完善政策过渡期工作细则、尊重历史化解历史遗留问题、调整利益分配机制、拓宽旧城改造资金来源等进一步推动“三旧”改造与城市更新的对策建议。
<<Guangdong was the pilot province in China to be chosen for an experiment with a special policy about the stock land reconstruction. The policy which means “Three-Old(old factory building,old village and old town)” reconstruction has got great achievements in Guangdong. This paper analyzes the main problems that “Three-Old” reconstruction and urban renewal carried out in Guangzhou. It suggests to improve “Three-Old” reconstruction and urban renewal by building up a sharing system for property right information,strengthening to balance the economic efficiency and social benefits,improving the rules through the transitional period,solving the problems by history,adjusting the mechanism of benefit distribution,widening the capital source and so on.
