To construct international shipping center，Guangzhou needs to focus on the development of both the hard power and the soft power，especially in the aspect of construction of soft power，including the key segment of shipping talents. This paper deeply analyzes the current situation of shipping talents demand in Guangzhou，explores the reason for talents shortage，and puts forward some developing suggestions for attracting shipping talents.
