Science and technology financial system is an important part of science and technology innovation system. This paper analyzes the development of financial agglomeration area，financial innovation products and services，and multi-level capital markets in Guangzhou Development District（GDD）. It puts forward that GDD should focus on five supporting system，including investment and finance，finance products and innovation services，the multi-level financial markets，securities and policies support for the science and technology，promote the private capital investment，the financial informatization，the social credit system，talents and the risk-management，to further the fusion between the science and technology development and financial resources.
