In face with severe and complicated external environment，the pressure of the economic downturn，province should study and implement the spirit of the series of important speech of General Secretary Xi Jinping，conscientiously fulfilling implement the decision and arrangements of the Party Central Committee and the State Council，firmly holding the two bottom line which are development and ecological construction，sticking to the dominant plan，main strategy and in-depth fully revolution，making overall arrangement to maintain growth，promote reform，adjust structure，improve people’s livelihood and avoid risk.
