It is of great significance for city disaster prevention and reduction system construction to promote New-type urbanization，protect people’s lives and health safety，and realize the sustainable development of society. Till now，the city disaster prevention and reduction system constructions in Henan province have been some successful practice and exploration. However，there still many problems existed in the urban development regulation，urban emergency management，city disaster prevention and reduction information sharing，urban infrastructure construction. In the paper，in order to achieve urban sustainable development，we propose to enhance the ability of city infrastructure construction，and innovative the city services with the city disaster prevention and reduction system construction in Henan province.
