Urban development has promoted the development of the whole economy and society and become an important engine of national modernization. The efficiency of urban operation reflects the quality of its development. With the acceleration of the new urbanization，the expanding urban scales and the unprecedented challenges on the capacities of cities call for higher urban operation efficiencies. It is of great practical significance to study the factors relating to the normal operation of the city so that its efficiency could be improved. This research deeply analyzed the accomplishments and the problems on improving the city operation efficiencies in the process of urbanization in Henan Province，and then put forward some possible solutions to the problems，which may help Henan provincial government with decision-making.
