双循环
“双创”是破解当前河南经济难题的一剂良方，对河南未来发展意义重大。但创新创业活动的展开有赖于一定的基础条件，从河南的现实情况来看，推进“双创”工作还面临着社会氛围、市场经济环境、创新创业资源等方面的困难。河南应依托基础条件较好的城市，打造城市“双创”空间，其核心内容应是围绕各类市场主体的创新创业活动提供系统完善的服务，并为创新创业营造良好的生存发展环境，具体措施包括切实提高政府服务质量、完善政策支持和要素支撑、强化社会服务、培育创新创业体系、鼓励高校和科研机构重构、重视中低端创新创业、创造宽松良好的生活和工作环境，这将有效地激发河南所蕴藏的创新潜能。
<<Popular entrepreneurship and innovation is helpful to solve the problem of economic development in Henan Province，but there are few necessary elements for people to start their own business and to make innovations in Henan，such as good social atmosphere，market economy environment and related resources. It is more effective for the economic development of Henan to constrcuct the space for entrepreneurship and innovation in the cities with better basic conditions through providing the systemic and perfect services.
