    全纳教育视角下大龄孤儿素质教育问题研究

    摘要

    我国孤儿人口众多,《中国儿童福利政策报告2011》显示“2010年在民政部门登记的孤儿人数为71。2万”。随着改革开放的加深,我国的教育事业取得了长足的发展,但由于地域辽阔、人口众多,地区间贫富差异较大等,大龄孤儿的素质教育工作存在着一定的困难与问题,影响社会的长期发展。百年大计,教育为先,因此素质教育对大龄孤儿及社会的重要性不言而喻,亟待全社会的关注,以共筑全纳教育的理念。

    Abstract

    China is one of the homes to the large number of orphan children in the world. According to Child Welfare in China-Stocktaking Report,2011,712 thousand orphan children have been recorded in the office of China’s civil administration department in 2010. After the implementation of economic reform and opening up policy in 1970’s,China has made great strides towards modern education. However,problems like huge population,vast territory,and wide gap between the rich and poor in different areas become the key barriers to quality education for elder orphans and vulnerable children. Meanwhile,these problems also have great impact upon healthy development of overall society. For the China’s hundred year mission,education is the key and priority to achieve the task. The quality education for the elder orphans plays a significant part in shaping a healthy society. It needs special attention to build a principle of inclusive education for all the people in China.
