我国正处于关键复杂的社会发展转型阶段,在发展中面临着诸多社会问题,尤其是社会保障体系不完善、资源分配不合理容易造成流浪乞讨这一问题的扩大,对我国社会、经济、文化的深入发展产生多方面不良影响。因此,对于服务流浪乞讨人员的管理机构及其人力资源管理研究是一件非常必要的事情,笔者在前人研究的基础上,结合救助管理培训班学员的问卷调查和实地调研,对救助管理站的人力资源管理现状及实现路径进行了研究。本文在对救助管理站工作人员培训班258名学员问卷调查及深入访谈的基础上,得到一手资料,通过对这些问卷结果的分析,得出救助管理站人力资源管理理念、制度、培训、发展、规划的现状;同时,又通过对河南郑州、陕西宝鸡等救助管理站的实地调研与分析,试图找出解决救助管理站人力资源管理现状的对策和建议。
<<China is witnessing a critical and complex transformation in social development with a plethora of social challenges,especially the incomplete social security system,and unreasonable resource allocation,which is more apt to cause expansion of tramps and mendicants,and makes a negative impact on the further development of Chinese society,economic,culture. Therefore,it is highly necessary to conduct research on relief management organization and its human resources management for accommodating tramps and mendicants. Based on previous research,the questionnaire survey to officers of Rescue Station carried out in the training class,and site investigation,the author studied the status and solution to human resources management of Relief management center. Through the analysis of the first-hand information,acquired from questionnaires and deep interviews with 258 participants taking Rescue staff training course,this paper arrives at the status of human resource management concepts,systems,training,development and planning in Relief management center. Meanwhile,through site investigation in Relief management center in Zhengzhou and Baoji,Shaanxi,this paper tries to find solutions to human resources management of Relief management center.
