志愿服务是公民参与公共事务、满足社会需求、解决社会问题的重要方式和手段。志愿者既是重要的人力资源,也是重要的社会资本。对志愿者进行有效的专业化管理将会大大提升志愿服务运用单位的服务绩效和水平,实现志愿服务的可持续发展。这对于志愿者队伍的发展、志愿精神的培养无疑具有重大作用。台湾志愿服务发展较为成熟,志愿者在各公共服务领域都有很大贡献。这不仅得益于台湾在志愿服务领域有着较为完备的法规,同时也得益于其有一套相对成熟的志愿者管理体系。本文详细介绍了台湾志愿者管理的做法,并结合大陆的实际情况提出了完善志愿者管理的对策建议。
<<Volunteer service is an important way in which common people participate in public affairs,meet the needs of society and solve social problems. Volunteers are not only significant human resources but also important social capital. The effective professional management will greatly promote the service performance and the level of voluntary service units,and realize the sustainable development of voluntary service. Undoubtedly,it will play an important role in the development of the volunteers and the cultivation of the volunteer spirit. In Taiwan province,the development of voluntary service has been matured and volunteers contribute a lot in every field of public service,for Taiwan has not only relatively perfect laws and regulations,but also a set of relatively mature management system. This paper introduces in detail of Taiwan’s volunteers management practice,and puts forward the countermeasures of improving the volunteers management.
