协管员是基层社会管理的重要力量。通过对北京市西城区协管员的问卷调查,发现协管员人数渐趋缩小和稳定,不同社区的人数及待遇存在显著差异,协管员个体差异明显。当前,统筹管理主要存在相关制度落实不到位,相关管理制度不衔接;协管员待遇低,同工不同酬,队伍不稳定;协管员管理乱象依然存在,一岗多责、一人多能要求太高;协管员与社区工作者发生混同等。进一步推进协管员统筹管理,应抓住协管员管理体制这一根本,完善协管员统筹管理制度;抓住协管员这一统筹管理基础,实现精兵简政;抓住“利益”这一核心,维持各委办局平衡;抓住制度执行这一关键,凸显制度硬约束等。
<<A questionnaire on community management assistant,who plays an important role in grass-root society management,suggests that the number of community assistant is dwindling and stabilizing,and the distribution and remuneration vary widely among different communities. Administration of the assistant remains chaotic,and unequal pay for equal work still exists. The task of assistants and that of community workers tend to be confused. Breakthrough will be in the coordinated administration system,streamlined administration and balanced interests. The implementation of relevant system is essential.
