By studying the urban management mode of S district of Beijing，the paper finds that in practice many problems still exist. The organization is imperfect. It’s a failure to form a multiple subject to rule. The system and mechanism of innovation is imperfect. Comprehensive law enforcement and security needs to be strengthened. The construction of information needs to be improved. Therefore，we think that it is urgent to promote the transition of urban management to urban governance，indicate the future trend of urban governance system reform of Beijing，and make clear some important works of urban governance that need to promote actively in order to guide the practice of urban governance modernization.
