People livelihood construction is highly related to the states plans of “Poverty Reduction” and satisfaction of various livelihood needs of people. Substrate social organizations have plenty of advantages in people livelihood construction such as closeness to local needs，organizational flexibility and supplies of adverse services，although which there are sorts of problems e.g. the insufficiency of scale and funds，poor skills in social work，the unplanned development as the career etc.. Thus，it is necessary to clarify the development strategy and route of the substrate social organizations，namely，to constitute the working system consisting of the hub，supportive and operating social organizations based on the work of people livelihood construction gradually，to improve and innovate the working mechanisms and measures of “Government Procurement of Services” in aspects of funds management，personnel recruitment and the program establishment，and to pave the road of the growing-up of grassroots NGOs.
