The 2015 Paris Climate Change Conference symbolizes a landmark of a new round of global reactions to climate change. Both the EU and France，the host of the Paris Conference，took the chance of climate negotiations to further demonstrate their influences and the leading role in the global climate governance. The European Union proposed plans for reforming the global climate mechanism and submitted its INDC before the opening of the Conference. The EU and its member states carried out successful diplomatic mediations and played a role as a “ratchet” in the negotiations and pushed global climate governance into a new phase.
