The SPECA was launched by UN in 1998. It was chaired by the European Economic Commission and the Asia Pacific Economic and Social Commission under the United Nations Economic and Social Council, and was helped by United Nations Secretariat and the United Nations Office in Central Asia. Major member states are: Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan in the Central Asian countries, as well as Azerbaijan, Afghanistan. This article firstly introduces the general situation of the cooperation mechanism of SPECA, including the two aspects of organization structure and cooperation aspects; then introduces the overview of environmental cooperation in the SPECA, including four aspects: environmental protection cooperation agreement has been signed, the key areas of cooperation, the items being executed, the international cooperation. Among them, the key areas of environmental protection includes:system construction, water resource, climate change and energy. As of the beginning of 2015, there were 6 major cooperation agreements signed as conventions,10 items being executed and 2 international cooperation systems established.
