This paper is introduced briefly the creation and idea of UE（User’s Experience）and its application in the planning and design of the underground space of the metro stations in Seoul. Positive impacts of the planning and design methods，in the light of UE，upon municipal management and solving social issues are analyzed herein the paper. As enlightened by the foreign case histories and practices，the People-Foremost UE idea is indispensible in solving commuting problem and other related transportation issues. In addition，statistical analyses of the planned user of the future metro lines upon the basis of big data，and carrying out planning in view of the passengers’ behavior should play a crucial role in the planning and studies.
