Allocation of the initial emission permits is an important part in the implementation of emission system. There are three initial allocation methods：free distribution，public auction and sale. According to the actual situation of Beijing and the situation of emission’s theory and practice，this article selects the first level emission distribution model—the total amount control model to achieve empirical analysis of Beijing. And then，improving the model to make it more adaptive to the reality of Beijing. Based on the new model，on the premise of sustainable development，we obtain the initial emission permits of each district and county of Beijing.
