Through the analysis of the Beijing’s existing urban management legislation survey，we found that the existing legislative situation on Beijing’s urban management is ill-suited with it’s development orientation of the global city，is not commensurate with the international metropolis，and there’s still some discrepancy with the requires of the national and Beijing’s “12th five-year plan”. There are some defects in the fields of Beijing’s government regulations on rail traffic management. It’s lack of the laws and regulations of resolution of the traffic congestion. It is lack of laws and regulations on the city emergency management. There’re some legislative shortcomings on the safe operation of the city（The comprehensive “Regulations on Municipal Facilities Management” should be developed）. The Beijing’s “Regulations on Urban Management” or “Urban Management Approach” should also be drawn up.
