    美国国防动员

    摘要

    美国作为世界超级大国,历来重视战争动员准备。美国在加强国会立法的基础上,建立了以总统为决策核心,以政府部门为执行主体的国防动员体制,而且针对不同动员活动的不同内容,制定了《国家紧急动员计划》等各种动员计划20余类近40种。这些计划明确了政府各部门在武装力量动员、装备物资动员、民防动员、经济动员、社会政治动员等领域中应该承担的职责,以便在短时间内迅速顺利地实施动员。美国战争动员的完备程度在当今世界上是走在前列的。第二次世界大战以后,美国国防动员机构经历了多次变动,现已形成与国家安全战略相适应、具有巨大动员潜力的完善的平战转换机制。 <<

    Abstract

    As a world superpower, the United States has always attached great importance to the preparation of war mobilization. On the basis of strengthening the legislation of Congress, the United States has established a national defense mobilization system, which takes the president as the core, and takes the government as the main body. And for different mobilization activities, the United States developed a "national emergency mobilization plan" and other mobilization plan of 20 categories, nearly 40 kinds. In order to quickly implement mobilization in a short time, these plans clear the field of government departments in the armed forces mobilization, equipment mobilization, mobilization of civil defense, economic mobilization, social and political mobilization and the responsibility they should bear. The extent of American war mobilization is at the forefront of the world. After the Second World War, the defense mobilization mechanism has undergone many changes, and has been formed a perfect mechanism on transformation from peacetime to wartime, which adapts the national security strategy and has enormous potential for mobilization. <<
