In 2015，the network fraud crimes in Beijing is still showing a high trend，and some new modus operandi continue to emerge，and presents a new trend of time and organization of this kind of crime. Besides，the form of the crime is changing from a single fraud crime to multiple crimes，which not only harm the social security in Beijing，but also damage the international image of China. Meanwhile，it has also eroded the social integrity，and then hinder social progress. Therefore，it must be based on the actual situation in Beijing and focus on building the overall situation of network security，and then make full use of their respective advantages of the government，enterprises，social and individual with the governance theory，to build an integrated prevention and control system of network crime.
