A sophisticated system and an enhanced capacity in grass-root social governance are the foundation in modernizing the system and capacity of national governance. Driven by informationizing social governance and service innovation，Chenghua District of Chengdu established a “national experimental zone of community governance and service innovation” and a “comprehensive linkage of the service of regional governance” at the deployment of the city of Chengdu and Sichuan Province as well as the direction of Ministry of Civil Affairs of the People’s Republic of China. Chenghua District has constructed a new model of smart governance driven by experimental zone and comprehensive linkage featuring multiple autonomy of “participatory zone”，extensive sharing of “service zone” and benign interaction of “governance zone”. The success of Chenghua District has accumulated experience for innovative social governance and service as well as model of grass-root practice in modernizing the system and capacity of national governance.
