On the basis of practical experience from home and abroad，Sichuan province puts safety community construction as a major projects to improve people’s livelihood. Safety community has remarkable effects on structure public safety net and protection of people’s health and safety. But the problems still remains，such as insufficiency of public participation and lack of energy from social organizations. We should consider safety community as a important carriers of the innovation of society governance system. Moreover，we need to renew ideas，strength governments’ leading，and change governments functions to offers better protection for building a well-off society in an all-round way.
