In this study，based on the literature at home and abroad and empirical data of community funds in Chengdu，we discuss the current situation of Sichuan urban community foundation using community governance theory. We found that in Sichuan some communities carried out some community fund pilot experiments，achieved some valuable results. However，the overall is still in its fledgling stages，there are high barriers，such as registration threshold high. We propose to develop mechanisms and systems for community foundations through bold innovation，playing the important role “lubricant” and “harmonious agent” of community fund in community governance processes.
