From early August to mid-September of 2015，twenty provincial observers from Anhui University conducted inspections on election and governance at five resident committees that practiced direct election during the third re-election in urban communities in Anhui Province. The observers made a systematic classification of laws，regulations and policies related to the re-election of resident and villager committees，learned about the leadership of the re-election of resident committee of Anhui Province，observed on the spot the procedures such as recommendation，voter registration，candidate nomination，and voting of the resident election committee，proposed relevant measures for the modification of organizational regulations for resident committee，and the democratization and regularization of the procedures in direct elections，and offered reflections and suggestions on the nature，major functions and election motivations for resident committees.
