The conclusion argues that the value of changing the focus of the current urban public service orientation and asks for the government’s turn to it’s original purpose，which is to say，the government’s greatest value exists in its provision of pubic services to its citizens. The conclusion also provides investigation results regarding citizen’s self-judgment about their social status in their city，their sense of belonging to their city，life satisfaction in these stage and the expectations of life in the future，which shows citizens’ expections of urban governmental reform. In the end，the conclusion summarizes the logic of the China’s urban governance；distinguishes the “Govern in the city” and “Govern of the city”，and puts forward the new-governance in urban must be constructed in the “new normal”.
